Sonic & All-Stars Racing Transformed is the sequel to Sonic & SEGA All-Stars Racing, featuring Danica Patrick and Wreck-It Ralph (and some characters exclusive to the PC version).
In the GameData.M00 archive, there is a specific driving settings for Billy Hatcher, located in the billyhatcher_tuning.dat file
According to SuMo Digital, he wasn't in the final game due to difficulty designing a kart, alongside a low number of votes for potential DLC, requiring at least 1000 to be eligible (he only had 693). Though this data alongside the 3DS/Vita port unused icons and achievement imply he was planned then abandoned early, same for why he does not appear with his friends at Chilly Castle, and why he doesn't appear as a hologram at Race of AGES.
The textures for Ryo Hazuki's vehicles contain static images for the arcade cabinet screens. The game uses an animated texture for the screens instead.

The textures for the Mii character's All-Star Move contain an unused texture resembling a Wii Pointer, suggesting that they would have shoot missiles during their All-Star move originally. Additionally, they also have a placeholder texture intended for three hats that would have been used during the Mii character's All-Star move. Interestingly, in the Nintendo 3DS version of the game, this texture resembles Mario's hat.
When he was added to the game in an update on July 4th 2013, General Winter included several hammer & sickle motifs, including during his All-Star move. A month later on August 4th 2013, due to backlash from Russian retailers regarding his source game, most of this imagery was swapped out for a generic star instead.
The Japanese console versions feature a few differences from the international versions:
A completely different announcer, Takenobu Mitsuyoshi.
The Blowfish item was replaced with a Garbage Puyo from the Puyo Puyo series.
Additionally, the character AGES turns into a Dreamcast controller when in boat form—the color of the Dreamcast logo on the controller appropriately changes from red to blue in European releases of the game.
All versions except for the PlayStation 3, PlayStation Vita and mobile ports contain exclusive characters. Mii is exclusive to the Wii U port, Xbox Live Avatar is exclusive to the Xbox 360 port, Football Manager, Team Fortress, Shogun, Willemus, and Simon are exclusive to the Windows port.
The Windows port can run at 60 FPS, but the home console & Vita versions are locked to 30 (when it's not lower).
The PC version has extra graphical details (like lens-flare) and better textures.
Loading times are significantly shorter on PC.
The Wii U version allows up to 5 players on local multiplayer (with one player on the GamePad).
The Wii U version runs at a low frame rate (it might be at 20 or 25, but does not seem to be 30 FPS).
Two of the game's Steam emotes stand out compared to the others;
Billy Hatcher's emote is reused from his Sticker artwork in-game, but the fact he's here at all is a bit odd - all of the other emotes are for playable characters. Billy was also supposed to be playable, being cut late enough to the point he didn't get any cameos on tracks unlike the other absent racers from the first game, so this emote might be a holdover from before the decision was made to remove him from the roster.
Similar to the above, while Sonic is (obviously) in the game, Super Sonic is only present as a sticker, like Billy Hatcher. Unlike all the other Steam emotes however, Super Sonic's Steam Emote art differs from that of his in-game Sticker art, which reuses a 2D stock render from Sonic Channel; the Steam emote, meanwhile, appears to be a wholly original render, possibly of the in-game model from the first game, where he did appear as Sonic's All-Star move.
