The NES SimCity was in development alongside the SNES version, with the idea being that the NES game would be an exclusive release for North America.
The NES version, planned for release in Spring 1991, was shown off in playable form at the Winter Consumer Electronics Show in January (and notably featured on Video Power during its coverage of that WCES), only to be cancelled soon afterward in favor of focusing on the SNES version.
In 2017, two prototype cartridges surfaced at the Portland Retro Gaming Expo, with a comparison revealing that both carts contained the same byte-for-byte identical build (dated December 20, 1990 according to a label on one of the carts). The ROM was released a year later.
