Early Drinking Leftovers#
In the final version of the game, pedestrians only drinks coffee in cups, but initially this action was way more varied, and pedestrian could drank various types of drinks. Many things remained from this feature, such as models, textures, text leftovers, animations.

Bartenders Offering and Selling Drinks#
In the final version of the game, bartenders play the role of decorations in the interiors, they simply perform a series of animations and nothing more, but according to these audio leftovers, they were able to offer and sell drinks.
It is unknown whether this feature was available only for the player, or for the regular pedestrians too, it's also worth to mention that Scenarios.dat contains an unused scenario line related to drinking at bar.

However, these animations were used in the debug script of the fight club in TLAD, as well as in the final form of the fight club in TBoGT, perhaps developers experimented with fight clubs back in IV, otherwise how else can this be explained.
There is also an audio file found in PAIN_MALE_EXTRA that has a man cheering for something, presumably that could be connected with this feature.
Plane Fly by#
In ShockingEvents.dat file there is a line called PlaneFlyby, since in the game planes are not available for the player to control, it is impossible for them to fly near a pedestrian, therefore this reaction remains unused.
PlaneFlyby 1 0 30 25 5 10 100 6 4 0 0 0 0 0 0 0 0 0 10 9 0 0 0 0 100 6 4 0 0 0
Art Appreciation#
Various types of art are placed on the game map, mostly paintings, baskets with paintings or tables with paint, to which pedestrians supposed to show their reaction, be it positive or negative, but this feature does not work quite as intended.
The following pedestrians have lines that are named as ART_LIKE and ART_DISLIKE, they are not used by the game, but how does this system work then?
Only in some places there are scenario points in front of the art that pedestrians can approach and say some kind of line, or just play an animation of looking on the art, but such points are connected with windowshopping scenario, thus the developers implemented a trick with this feature to work, but this trick does not make art to be used anyway.

Early System of Walking with Props#
In the pedprops.img, where the models and textures of hats, glasses, watches, etc. are located, there is a several pedestrians that have unused textures that are signed as p_rhand_diff and p_lhand_diff.
In most cases, these are textures from various bags that pedestrians had to walk with, these are pedestrians F_M_Peasteuro_01, M_O_Easteuro_01 and M_M_Pmanhat_02. However, there is one single pedestrian M_M_GJam_Hi_02 who, according by the name of the texture (p_rhand_diff_000_cane), should've had a cane.
F_M_Peasteuro_01
M_O_Easteuro_01
M_M_Pmanhat_02
M_M_GJam_Hi_02
This texture naming suggests that these props were part of an accessory item, and the game handled them as a component that would be attached to the pedestrian model. In the final game, such things exist separately, and without any need to be attached to pedestrians, and they are controlled by the Ambient.dat and default.ide files.
M_O_Easteuro_01 has textures of shopping bags that exactly match those that are used by the game, since the models of these bags exist, this feature can be restored and tested in the game, and this is how it looks:

Some of the very first and earliest screenshots of the game show that this system was actually used by the developers for some time. In one of the screenshots, it can be seen that F_Y_Pjersey_02 was walking with untextured handbag, so it is impossible to say exactly how many pedestrians had such a system at the moment.
Reading Book#
Pedestrians can read book in final version of the game, but only while sitting, meanwhile the ability to read it while walking left unused.

The matter is that this prefix is only present in case if the player was supposed to be able to play a competitive game with this very pedestrian, which suggests that Niko could probably play baseball? This is rather doubtful, since minigame animations have the prefix mini in anim.img archive, and in the case of baseball the prefix is amb@, which stands for ambient. It's all strange, but this is all that is known about this feature yet.

A considerable number of pedestrians have lines related to communication outside of the nightclubs, as well as lines where security can refuse to some of the pedestrians to enter the club, the game uses only the F_Y_Street_12 lines, and they are used at the Perestroika club at night time.

Looking like that? No way! |
|
All full. Sorry! |
For whatever reason, the last two bouncers are the random gangsters who have only a few lines, why the developers didn't record more lines for them is a mystery maybe the idea got dropped on them.
Dancing in Nightclubs#
Ambient.dat, Scenarios.dat and animation files contains bunch of leftovers from this feature. Unfortunately, it is unknown in which clubs the developers planned to make pedestrians dance, since all existing ones are not suitable for this purpose.

Industrial and Construction Workers#
Informal Construction Worker#
Each of the construction workers have special conversation lines, named as CONV_CONSTRUCTION_RESP and CONV_CONSTRUCTION_STATE, but there is one pedestrian who also has these lines, despite the fact he does not belong to the construction group in any way - M_Y_RUNNER.

Either this pedestrian was originally looked like some kind of construction worker, or the developers wanted to make a small detail about unofficial workers at construction sites or maybe some other jobs.
Walking With a Plank#
A plank and the animation can be found within the game's files and would have been carried by dockworkers at East Hook. While unused now, workers can be seen holding the plank in the first trailer.

Doctors#
In the final version of the game, a couple of doctors can be seen on the Flatline mission, as well as one of the doctors on the Medicate Me billboard ad, but according to some leftovers in the files, the developers planned a slightly different role for them.
The Scenarios.dat file has two unused lines, one for doctors, one for nurses.

Scenario_HospitalDoctor StartEnd(0, 24) Task(MoveBetween(4.0)) ForceModelLoad SetSpecificModel(F_Y_Nurse)
In the final version of the game, nurses are controlled by different script, while doctors are not controlled by anything, which is why they do not appear in hospitals, but were they supposed to appear there at all? All three doctor models have lines labeled as MEDICAL CHAT, which are exactly what nurses sometimes uses in hospitals in the final version of the game, apparently doctors were supposed to use them as well.

You'll see more and more female doctors as the professions wages drop. |

All the guys who used to go to med-school become stock traders these days. |

Gruppe Sechs Security#
According to various leftovers in files, the cash-in-transit vans (securicars) supposed to be driven by specialized for such purpose group of pedestrians, and not by random ones from the docks.
pedgrp.dat file has an unused security group that includes a multiplayer-only pedestrian called M_M_ARMOURED, which presumably should have appeared in the regular game as well, just like M_M_SecurityMan does.
# POPCYCLE_GROUP_SECURITY
M_M_ARMOURED
M_M_SecurityMan
cargrp.dat refers to the POPCYCLE_GROUP_SECURITY from the pedgrp.dat file, and it includes the cash-in-transit van that these two previously mentioned pedestrians were supposed to drive.
stockade, # POPCYCLE_GROUP_SECURITY
popcycle.dat has an unused group called Secur, the values of which are set to 0, which prevents such group from cargrp.dat to appear in traffic.

Liberty Sanitation Department#
In the anim.img, the amb@garbage file has three animations, one of which involves holding onto a truck, and the other two are not used by the game. The unused animations include picking up and throwing garbage bags into a garbage truck, this feature present only on mission Taking in the Trash, only the animations there are slightly different, a bit more detailed compared to ones from amb@garbage.

Other than these animations, there is no evidence of whether this feature was meant to be working during freeroam.
Another point regarding Liberty Sanitation Department is that the role of the street sweeper (M_M_Sweeper) was performed by other pedestrian - M_Y_Garbage, this can be seen on in game TV show on CNT.
N.O.O.S.E Swat Team#
Rappelling#
The NOOSE swat team has lines related to rappelling, and the only time when they do this is in The Snow Storm mission, where they rappel from the helicopter. However, the lines are not used there, just the animation is played and nothing more.

CPR (Cardiopulmonary Resuscitation)#

Muggers#
The game supposed to have one more criminal action among pedestrians, which was later appeared in Grand Theft Auto V.
The most developed pedestrian of this action is M_Y_Vendor, since he has the most lines with the work of this feature, and here is how this whole system could work:
- When any of the pedestrians decides to mug him, he supposed to start screaming about it. Most of the pedestrians have lines related to screaming when they got mugged, but only M_Y_Vendor has more lines connected with this feature.

- Depending on who mugged M_Y_Vendor, he supposed to say that he was robbed by either a man or a woman. It is noteworthy that M_Y_Courier pedestrian also has lines specifying gender, but only in the case of a man, another point is that these lines (
MUGGED_OVER_THERE_MALEandMUGGED_OVER_THERE_FEMALE) appear in the game's executable, but how they can be triggered is unknown, because this whole feature is unfinished.

Offering Stolen Goods#
Quite a few pedestrians have lines related to selling stolen goods. It can be assumed that the system worked similarly to the drug dealers', since the items they sell are not quite what the player could buy, use, or even see.

Taxi Drivers#
There are three unused taxi drivers who have voice lines for being a taxi drivers, but are never seen doing so, because they don't have +taxidriver flag in pedpersonality.dat file. These are pedestrians M_Y_Bronx_01, M_Y_Platin_03 and M_Y_Pvillbo_03.
Despite the fact that they are not used as taxi drivers, their voice lines are reused by other taxi drivers, at least with the case of M_Y_Pvillbo_03 lines are definitely reused, M_Y_Platin_03 is in question, and M_Y_Bronx_01 is unused completely, probably because his lines are very tied to his character, and being reused by some other taxi driver would not be very wise.

Walkie-Talkie#
Aside from the police officers and security guards, the developers seems to have planned more pedestrians who were supposed to use the walkie talkie, according to the unused voice lines that were found in files.
Quick demonstration of what type of pedestrians could use walkie-talkie, the rest is on the Unused Pedestrian Audio sub-page.
