Nintendo 3DS Transfer Tool is a DSi app that lets you transfer your compatible apps, photos, and more from a DSi to a 3DS.
(Not to be confused with Nintendo 3DS System Transfer, which is found in the 3DS' System Settings.)
Internal Project Name#
The internal project name seems to be Cardboard, based on the .sdat file on the root being called cardboard.sdat.
