The Photo Channel 1.0 Restore Program is what it sounds like - a channel to restore version v1.0 of the Photo Channel after updating to v1.1. It was only released in Japan. The main reason one would want to revert from the v1.1 update is because they replaced the .mp3 file compatibility to that of .aac, which is arguably a less common filetype.
It's currently unknown as to why v1.1 couldn't have supported both filetypes to begin with. A better question is why these update channels weren't applied as a system update.

This needs some investigation. |
Even though this channel was never released outside of Japan, it has an English Translation for the title screen.
Unused Channel Banner#
if you extract the channels contents, there is an extra layout file named banner3.brlyt and banner3.brlan in 00000000.app. this is actually a template banner that is included in the Wii's SDK.
Development Text#
There are several files (without file extensions) present in the CVS folder, which can be found in the root of the 00000002.app archive. They are very similar to the files in Photo Channel's CVS folder.
