Please elaborate.
Having more detail is always a good thing.
Specifically: What does "in the debug data" mean, exactly? Where is this data found? Provide the hex addresses, cheat device codes or file names.

In the debug data, the blueprint and secret file items were shown on the equipment menu, implying that they were going to be actual collectible items. In the final version, they were solely relegated to plot items to collect that would later disappear.1

Similarly, the debug data also inferred that the Infinity Bandana from prior games (represented as a FOX soldier saluting) was to be included inside the game, but it was absent completely in the final release.

Regional Differences#

Screenshots of the region-specific soldier types and more European differences that are covered in this FAQ.

Japanese Differences#

There are eight specialized soldier types that were only available officially for the Japanese version. They could only be obtained for a limited time as part of a promotional campaign that involved bringing a PSP and a copy of the game to a participating store and then using the in-game AP scout function near a promotional poster of the game to unlock the soldier. These soldiers resemble the standard Soviet soldier, only they all wear themed fatigues based on the retail companies that were involved in the promotion. Because the promotion has since ended, the only way to unlock these soldiers nowadays are by seeking secondhand save files, trading with someone who still has them or by simply hacking the game.

These retailer-themed soldiers are actually still present in the American version, despite never being legitimately available outside Japan, and are similarly obtainable via hacking.

European Differences#

  • 12 additional soldier types were added. These are similar to the retailer-themed soldiers from the Japanese version, but are instead based on the national flags of European countries.
  • Two new careers were added for characters.
    • Bait - Causes stronger enemies to appear when they're active in missions.
    • Stuntman - Characters with this career will recover faster from knockouts.
  • A boss rush mode was added.
  • Two maps for the game's story mode were made available for the multiplayer mode: Western Wilderness and Ravine.
  • Additional spy reports were added for the story mode. These include:
    • Rescuing a scientist and a KGB soldier from the prison.
    • Thwarting a sabotage mission by a disgruntled enemy without actually being detected by the base personnel at the Soviet patrol base.
    • Recruiting several soldiers and procuring a shield at the research lab.
    • Rescuing a Soviet officer at the security base.
    • The recruitment of several soldiers plus procuring an MK22 at the ravine.
  • The passwords used to unlock unique characters were all changed (see below).
  • The "key config" option on the main menu was renamed to the more localized "button configuration".

Passwords#

All 16 unique characters in the game can be unlocked outside the usual means by entering a special password unique to each one. This option can be accessed from the recruit tab on the briefing screen after starting the story mode. Enter any of the corresponding passwords below and the character you want will be added to your unit. Note that Eliza and Ursula cannot be recruited at the same time.
