This audio container with a track composed by Tangerine Dream was completely unused until GTA Online's "The San Andreas Flight School Update", where it can be heard in the Outside Loop lesson. However, in-game only 2 of the track's stems are used, the remaining parts of the song are unheard and they reveal a melody that is similar to the game's pause menu music. At the bottom here is how the tracks sounds with all the stems combined.

Entirely unused audio container with a Tangerine Dream-composed track that is not present anywhere. Curiously, it was heard before the game's release on GTA Online's gameplay trailer, and it did eventually get used in the Executive Search of GTA Online added with the "Executives and Other Criminals" update (only in the enhanced versions, not this release). At the bottom here is how it sounds with all the stems combined.

Watch on YouTubeThis track was added in the Heists update for GTA Online, however it is never used in-game. Unlike the other added tracks that are made up of 8 parts, this one is only made up of 4. Remixing the four parts of the track would sound similar to this video.

Lester Contact Services#
Audio recordings found within the game files indicate that the developers might have had more services players could request from Lester.
Players could have requested Lester to modify another player's Wanted Level in the session.
Selecting the service and preparing to choose a target player:

Heists Update#
Prison Break Setup Mission - Riot Vans#
Originally there was going to be one more setup mission in the prison break. Which consisted of stealing a Police Riot belonging to the LSPD. In the final version the Riot Van is already parked inside Bolingbroke Penitentiary during the Heist.
The setup mission is led by a different character, the same character who does the voice for another cut heist. Which suggests that the prison break was originally led by this character until Agent 14 replaced him. This character tasks players with stealing one of the three Riot Vans found around Los Santos. The first van is found attending a robbery on Palomino Avenuem. The second van is at the La Mesa compound. While the third van is at a donut shop on Vespucci Boulevard. The leader lets the players choose which of the three vans to steal, but reminds them not to expect the police to "make it easy for them."
Once the van is stolen, the leader tells them to lose the police and then leave the van in the Bolingbroke Penitentiary parking lot.

Pacific Standard - Early Signal Setup Mission#
There are audio clips that suggest there was a preparatory mission to locate and capture a character named Melvin Andrews, who is a mad scientist.
The mission was for players to track down Melvin by avoiding "ghost signals" and following the correct one that Lester gives them. At one point, Melvin is on a call which makes it easy for Lester to track his location. Later Lester gives a location to the players, which could be three and vary in each game (Rockford Hills, Alleyways nearby, or an Alta market)
Voice files of Melvin himself also exist, revealing that Melvin has the same voice as Avi Schwartzman, making it clear that Melvin was replaced by Avi. Also, that he has a paranoid personality similar to Avi.

Pacific Standard - Bank manager Setup Mission#
Another preparatory mission was to get the bank pass to open the vault, for this the players had to locate the bank manager named Joseph Whites, also known as "Casanova", and follow him back to his apartment. Once there, the players had to distract Joseph by seducing him with sexual acts, and once distracted, the bank pass can be collected to clone him. This mission was scrapped as possibly being unnecessary and also sexually inappropriate. In the final heist which players simply need to hack the vault.

Voice lines Placeholders#
In the heists update, there are a large number of voice lines placeholders that were used when the final dialogues with their respective actors had not yet been recorded. These audios were recorded with a synthetic female voice, and you can practically find the variant of each dialogue with this voice.

4th Keinemusik mission#
Originally it was planned that there would be a fourth mission for Keinemusik, but it was removed and the leftover remains are the dialogues of the phone call. In this mission the player had to get a Tequila at The Diamond Casino and deliver it to Cayo Perico, similar to the other missions for Keinemusik.

Regional Differences
Restriction at The Diamond Casino & Resort#
In GTA Online's The Diamond Casino & Resort update, Rockstar has had to block access to the gambling minigames in more than 50 countries to comply with local gambling laws and thus avoid any type of conflict. The casino, penthouses, store and missions can still be accessed, but interacting with the games will display the "This is not available." text box. This is due to game chips being required to be obtained with GTA$, which in turn is used with real money.
Unlike other regional differences, this restriction is enacted via the player's IP address, meaning it happens on every regional copy of the game. Below is a list of restricted countries: <div style="column-count:5;-moz-column-count:5;-webkit-column-count:5;text-align:left; font-size:100%"">
