Debugging Cheat
There is a debugging cheat that was accidentally left in the final game.
Black Cellphones#
By calling 1-999-EMPEROR the player's phone will dial "Black Cellphones", followed by a small explosion above the player's head and their phone theme changing to a normally inaccessible black/grey style.
For years this cheat was shrouded in mystery as its purpose was unknown, however the GTA V source code revealed this to be a test cheat that was left in the game. The definition for this cheat in the code includes the following comment:
//Monochrome Cellphone only Test cheat. 1-999-EMPEROR. Uses BOOL g_IsMonochromeCheatActive = FALSE
A debug logging function also refers to this cheat as Monochrome Test 1. Additionally, unlike other phone activated cheats which call the TRIGGER_CHEAT function in the game's cheat controller, all code for the Black Cellphones cheat exists within appContacts.sc (the script that handles the phone's contacts and dialer screens).
Oddly, there's code within appEmail.sc which handles rotating the phone to landscape within the email screen. This code scales up the size of the phone slightly to make emails more readable (according to comments in the source code), however the code first performs a check for the Black Cellphones cheat and doesn't run if it's active.

"TEMP" Billboard Texture#
The neon lighted billboard uses a placeholder texture to properly display the text on it. You can find this texture on the East Vinewood billboard.

"TEMP" Ad Textures#
Served a similar purpose to the temp texture seen above. There are two copies of this left-over in the texture sheet id2_21_c_billboards_02. This temporary ad is just a copy of the empty billboard texture with the text "TEMP" slapped on top of it in the colour red.
