There's over one hundred Town Missions listed in the game's files, but many of them go unused. Most of them have SET file layouts that are in various states of completion, ranging from "just about finished" to "not even started", and just as many have no SET files, only being referenced in text with a mission name and dialogue. A lot of these missions come with a bunch of lore about Soleanna that was either completely or almost completely cut from the game, especially regarding the Rimlight Corporation and political issues in the Principality.
Many of these unused missions were supposed to use the game's Message Table placeholder system to track the players progress and display it in the text upon completion or failure of the mission. Unfortunately, that particular behavior was seemingly left unfinished, leaving the slot in the message blank. These will be noted in their descriptions.
Additionally, some Town Missions were intended to be replayable from the hubs, including several used ones, which will be noted below.
Sonic#
Racing with Tails#
Under the internal folder/message tag of "1002"
One of four unused missions that had the amigo characters in it. There's no SET file associated with this mission, but there's unused voice clips for it. The mission lua says it was intended to take place in the New City.
Get the Soccer Ball to My Brother!#
Under the internal folder/message tag of "1006"
There is a SET file for this mission, and it takes place in the Castle Town, but the fact that you have to use the game's wonky physics to kick a soccer ball across the town is a nightmare in practice.
Soleanna's Famous Barrel Smash#
Under the internal folder/message tag of "1007"
This mission has no SET file, but was intended to take place in the Castle Town.
This mission would have counted and displayed the amount of barrels smashed using the game's Message Table placeholder system.
Protect the Sacred Statue#
Under the internal message tag of "1009"
This mission has no folder in scripts.arc, only leftover text, implying it was in the process of being added or removed.
Solve the Mystery!#
Under the internal folder/message tag of "1015"
This mission has a SET file, and was supposed to use hints that the player would use to solve the mission. The stated prize of it was said to be a Silver Medal, which is very interesting, as in the final game, Silver Medals are found in stages only.
Deliver the Ice Cream!#
Under the internal folder/message tag of "1016"
This mission with no SET file, and was intended to count and display the number of deliveries completed by using the game's Message Table placeholder system. It was also intended to take place in the New City and to be replayable.
Despite the fact that the mission title refers to "Ice Cream", it's stated to be "Gelato" everywhere else, which fits better for Soleanna's Venice-inspired theming.
The Secret Letter Quiz#
Under the internal folder/message tag of "1017"
This mission has a SET file and would have contained a secret letter from Sonic Team! It's possible that this is one of the oldest missions in the game, as its mission scripts call for functions from the Game library, which is not accessible there in the final version.
Catch the Apple Thieves#
Under the internal folder/message tag of "1020"
This mission has a SET file, taking place in the New City, and is yet another mission involving apples.
This is one of many scrapped missions to involve the fact that thievery and terrorism is an actual problem in Soleanna, something relegated to only a few missions in the final game. It also uses the unused model for thieves.
Grandpa's Medals#
Under the internal folder/message tag of "msg_m1021"
This mission has a SET file, taking place in the New City. It appears to be similar to Silver's Bronze Medal collection mission.
The Training Grounds 1#
Under the internal folder/message tag of "1022"
Now here's an interesting one. This mission is actually a prequel/sister mission to Silver's "The Training Grounds" mission, and even has a SET file and takes place in the Forest like that one. It also tracks the player's progress using the game's Message Table placeholder system, displaying the amount of targets hit (with 15 being a passing score), and was meant to be replayable.
Also, if you decline to do the mission, the guard calls Sonic a "commoner", which is simply incredible.
An Accordion Player's Dream#
Under the internal folder/message tag of "1023"
It seems like the Accordion Man (or Verdi, as he's called here) was supposed to have a mission! This one has a SET file and takes place in the Forest.
Defuse the Bomb in the Station!#
Under the internal folder/message tag of "1026"
The one of several mission involving people trying to blow up Soleanna. This one takes place in the New City, obviously, and has a SET file for it that utilizes an unused object known as a "glidewire" which draws a grind rail between two points.
Soleanna's Key Hunting Festival#
Under the internal folder/message tag of "1028"
This mission has no folder in scripts.arc, only leftover text, implying it was in the process of being added or removed.
Sonic's Name That Song!#
Under the internal folder/message tag of "1034"
This is an odd mission. It has a pair of SET files in its folder, but they appear to be reused from "The Legend of the Three Musketeers" mission.
Unused text shows that this was a quiz minigame that to play the intros to songs from Sonic Adventure 1, Sonic Adventure 2, Sonic Heroes, Sonic 1, Sonic 2, and Sonic & Knuckles, as well as in-game themes for Sonic, Shadow, Silver, Elise, and Eggman, and then finally the sfx for a ring, a save point, and when breaking an item box.
It also utilized the game's Message Table placeholder system to count and display the amount of questions answered correctly.
The Lost Key in the Barrel#
Under the internal folder/message tag of "1035"
This mission has a SET file taking place in the Castle Town. Yep, not much else to it.
Used missions intended to be replayable#
- Town Mission 6: The Hotel's Festival of Rings
- Town Mission 14: VS Sonic Man
Shadow#
Principality Under Fire#
Under the internal folder/message tag of "1101"
This is the one of several missions involving a cut subplot involving a terrorist plot happening within Soleanna. Interestingly, the SET file for this mission appears to be for an earlier version of the New City, as all the objects are displaced out of bounds.
Ring Battle Vs. Rouge#
Under the internal folder/message tag of "1102"
Another unused amigo mission, this one being a race with Rouge. There's no SET file for this mission, but the mission lua states it was intended to take place in the Forest. There's a handful of unused voice clips for this mission, though some voice clips for Shadow that are listed in the game's text are missing.
Racing Movie: Stuntman Wanted!#
Under the internal message tag of "1105"
This mission has no folder in scripts.arc, only leftover text, implying it was in the process of being added or removed. It would have been a replayable mission that would have displayed how many meters were jumped by using the game's Message Table placeholder system, though how the game would track this is unknown.
Capture the Thieves!#
Under the internal folder/message tag of "1106"
This is one of several unused missions that highlights the Rimlight Corporation's shady practices, which is a plot point that is almost non-existent in the final game. This one takes place in Castle Town.
Oddly, this mission would have utilized the Message Table's placeholder system to track the amount of thieves captured.
Crush the Rocks#
Under the internal folder/message tag of "1110"
A mission with a SET file for the New City that was intended to be replayable and utilizes the game's Message Table placeholder system to display the number of rocks broken.
Dream of a Sea-Loving Man#
Under the internal message tag of "1111"
This mission has no folder in scripts.arc, only leftover text, implying it was in the process of being added or removed. It would have been a replayable mission that would displayed the player's current high score with the game's Message Table placeholder system.
Russian Roulette#
Under the internal folder/message tag of "1113"
Yes, that is the title of the mission. Yes, it does have a SET file for the New City. No, there are no guns involved, it's all rings.
100 Rings and the Bridge of Tears#
Under the internal folder/message tag of "1115"
This mission is curious as it implies that Shadow would have ridden a gondola around Castle Town to complete it, and the SET file even has a gondola spawned using the "physicspath" object, but with no assigned path, and only one ring, instead of the stated one hundred.
Aerial Battle#
Under the internal folder/message tag of "1116"
This mission has a SET file and takes place in the Castle Town. No glider spline is referenced for it, so it might have utilized the unused PATH-less Glider variant.
The Psychologist's Test#
Under the internal folder/message tag of "1120"
Another quiz type mission. This one has a SET file for the Castle Town.
The Quest for Ultimate Power#
Under the internal folder/message tag of "1121"
Yet another mission that utilizes the Message Table's placeholder system to display the player's progress. This one has a SET file for the Castle Town, and would have counted how many objects had been broken before time runs out.
Protect Soleanna's Clock Tower#
Under the internal folder/message tag of "1122"
A mission about the clock town in the New City! It has a SET file, but the dialogue mentions that it's Dr. Eggman's robots attacking the clock tower, even though it's actually Iblis monsters.
Request from GUN: Collect 5 Keys#
Under the internal folder/message tag of "1123"
This mission was actually intended for Rouge, as opposed to Shadow! Much like how Tails is playable in the Castle Town before his solo mission, Rouge was also intended to be playable in the New City before hers, and this mission would've taken place then. Text for it even directly mentions how she's waiting for contact from Omega.
The SET file for this mission is nearly completely, though several keys are placed in unreachable areas. The GUN agent NPC for this mission is unused and also looks a bit like Samuel L. Jackson.
The Rival Agent#
Under the internal folder/message tag of "1124"
A racing mission against another agent in the Forest. It has a SET file.
The Lost Bronze Medals#
Under the internal folder/message tag of "1125"
Shadow's analogue to Silver's Bronze Medal mission. Has a SET file.
New Glider Flight Test#
Under the internal folder/message tag of "1127"
Another unused mission involving the glider, this time with a SET file for the Forest. No glider spline is referenced for it, so it might have utilized the unused PATH-less Glider variant.
The NPC's design is the same one as in Rouge's unused mission, and makes the Samuel L Jackson reference even more obvious, sharing his name and appearance from his role in Pulp Fiction.
Protect the Rimlight Employees!#
Under the internal folder/message tag of "1129"
This mission is TECHNICALLY used, but only if you glitch into the New City before going to Dusty Desert. The mission is fully functioning (for the most part), and was a seemingly story-important mission where the Rimlight subplot would come to a head.
The employee has dialogue that reveals how Rimlight illegally obtained classified documents about the Solaris Project, and utilized them in Light Core research. Shadow then asks him if he knows about Mephiles, but he doesn't, and directs Shadow to the desert, where a large Light Core reaction recently occurred.
It's likely that this mission was replaced or was supposed to be preceding "Defeat the Enemies Invading From the Desert", which the game just drops you into after completing Wave Ocean. It's also important to note that Wave Ocean is close to the New City (as evidenced by its entrance being on the same cliff side as the New City's door, as well as the docks and boats matching between Castle Town and the New City), so it's likely that it was originally planned that Shadow was to exit the stage in the New City, especially given how the mission starts via stepping onto an eventbox rather than through a person.
Strongest and Ultimate!#
Under the internal message tag of "1133"
This mission has no folder in scripts.arc, only leftover text, implying it was in the process of being added or removed. It was supposed to be another amigo mission where Shadow and Omega were supposed to work together.
The Battle Master#
Under the internal folder/message tag of "1134"
This mission has a SET file for the New City, and was intended to use game's Message Table placeholder system to display the "rank" the Battle Master gives you. Defeating more enemies would increase the "rank" the he gives you, but they didn't line up quite right with the actual rank given by the score.
It also has a sister/sequel mission for Silver.
Motorcycle Slalom#
Under the internal folder/message tag of "1135"
This mission has a SET file for the New City. It seems to be similar to the used "Motorcycle License Test" mission.
Bronze Medals on the Water#
Under the internal message tag of "1136"
This mission has no folder in scripts.arc, only leftover text, implying it was in the process of being added or removed, but despite this, it's fairly easy to deduce that this mission was supposed to take place in the Castle Town, and used the hovercraft to collect Bronze Medals along the water.
Used missions intended to be replayable#
- Town Mission 5: Buggy Ring Race
- Town Mission 11: Agent Test: Strength
Silver#
Escort the Lost Child!#
Under the internal folder/message tag of "1202"
This mission is interesting as it directly follows a story event, and may have been required at some point. The mission involves escorting Francesca, the same girl who was stuck on the rooftop in Sonic's episode.
Because it has a SET file for the New City, and based on Francesca's dialogue about if she knows where Sonic is, it likely would've taken place before White Acropolis, as Silver and Blaze are searching for Sonic.
Crash Game!#
Under the internal folder/message tag of "1204"
This mission has no SET file, though the mission script indicates it would have taken place in the Castle Town. It was a replayable mission that interestingly refers to one of the enemies, the Egg Gunner, by name (as the "E Gunner"). The name of the game was to throw the Egg Gunner into objects to break it, which would then be tracked and displayed by the game's Message Table placeholder system.
Find John and Pucci!#
Under the internal folder/message tag of "1205"
Seemingly a sister mission to Sonic's mission "Find Pele, the Beloved Dog", where now Silver would need to find two dogs instead of one. This one has a SET file for the Forest.
Save Lord Regis!#
Under the internal folder/message tag of "1206"
Another interesting mission that seems to have been a cut story event, it even has a SET file. Unused dialogue suggests that Silver and Amy were originally supposed to ask the gondoliers for Lord Regis' whereabouts, and would learn that he was last scene in the Forest. After heading there and completing the mission, Lord Regis says he was kidnapped by Eggman and gives them the pass to the desert.
It's most likely that this was replaced with "Defend the Gate to the Castle Town" for some reason.
The Animal Doctor#
Under the internal folder/message tag of "1207"
Alternatively, "The Veterinarian". This mission has a SET file for the Forest and involves rescuing dogs locked in cages, oddly enough.
Amy's Secret#
Under the internal folder/message tag of "1209"
Another unused amigo mission. Though there's no SET file for this mission, it would've taken place in the Castle Town, and would have involved following Amy around town to gain insight on Sonic's location. It would have been a stealth mission involving hiding from Amy.
Memory Quiz!#
Under the internal folder/message tag of "1210"
Another quiz mission with no SET file, but it would have been in the Castle Town.
The Lost Present#
Under the internal folder/message tag of "1213"
A mostly finished New City mission that would have involved utilizing an unused variant of Silver's PK mark called the Memory of the Past, which calls a creepy heartbeat sfx when approached. It can be used to activate an object then have it be disposed of after a set amount of time, including cameras (which normally can't be easily disposed of). Here, it's uses cameras to show where to go next as you retrace the NPCs steps, but the cameras don't deactivate properly because the physical distance between the Memory of the Past object and the camera object are too far away (which can be corrected by increasing the draw distance on them or moving the two objects closer).
The Chef's Ingredients#
Under the internal folder/message tag of "1217"
This Castle Town mission has no SET file, but would have involved collecting ingredients.
Stop the Thieves' Car!#
Under the internal folder/message tag of "1222"
Interestingly, this mission has a SET file, but no mission script. Though, because it has a car and dialogue suggests it was going to crash into a building, it's safe to say it would have taken place in the New City.
Battle of the Mind: Find the Hidden Bronze Medals!#
Under the internal folder/message tag of "1223"
A New City mission with a SET file that was intended to be replayable. It's yet another Bronze Medal hunt mission.
The dialogue for the replayable version suggests that the layout of the medals might have changed in between versions.
Find the Waiting Person!#
Under the internal folder/message tag of "1224"
This awkwardly named mission has a SET file and takes place in the New City, and involves finding a random NPC in the crowd of NPCs. The game humorously throws a lampshade on how a lot of the NPCs look alike.
Principality Under Fire 2#
Under the internal folder/message tag of "1225"
This mission is a sequel to Shadow's terrorist mission, and also takes place in the New City. It has a SET file.
The Test of Friendship (early version)#
Under the internal folder/message tag of "1227"
This mission has a SET file and is an earlier variant of "The Test of Friendship", which instead is tagged under "1237". Instead of rescuing Blaze from a cage, the objective would have been to protect Blaze in some form.
The Test of Heart (early version)#
Under the internal folder/message tag of "1228"
This mission has a SET file and is an earlier variant of "The Test of Heart", which instead is tagged under "1238". Instead of defeating enemies with no objects to throw at them, which is a laughably easy thing to do for anyone who knows how to play as Silver, this one would instead have been some sort of race or battle with Silver's "alter ego" or shadow, which would have been far more interesting.
Ancient Alchemy Research#
Under the internal folder/message tag of "1229"
This mission has no SET file, though it would've taken place in the New City. Interestingly, this is a mission where you collect Silver and Bronze Medals for it.
Find Anna - She Knows the Secret!#
Under the internal folder/message tag of "1230"
This mission is a later variant of the used mission "Protect Anna - She Knows the Secret!", which uses the internal tag of "1208". Instead of protecting Anna and leading her to the gate to the Forest, instead Silver would have had to find Anna utilizing Memories of the Past. It has a SET file and was likely cut due to issues with the Memories of the Past's cameras not being disposed of properly.
Domino Game#
Under the internal folder/message tag of "1231"
A Castle Town mission with a SET file that would've utilized an unused physics object: the domino. It works perfectly fine and will even knock over other dominos when pushed.
This mission uses the Message Table's placeholder system to count how many dominos were knocked over.
Domino Game Championship Tournament#
Under the internal folder/message tag of "1233"
Preeeety much the same as above, but with no SET file, but the mission lua places it in the New City.
The Rock of Legend#
Under the internal folder/message tag of "1234"
A mission for the Forest with no SET file, but did involve smashing open a rock. There's an unused rock object in Soleanna's files called "twn_obj_rise" that might've been used for it.
The Battle Master#
Under the internal folder/message tag of "1235"
Very similar to Shadow's variant of this mission, including using the Message Table's placeholder system to display the player's "rank" based on enemies killed.
Unlike Shadow's, this one's SET is for the Forest.
The Forgotten 1-Ball#
Under the internal folder/message tag of "1236"
Did you like the billiard ball from Dusty Desert? No? Well how about a version for Soleanna? There's no SET file for this mission, but it would've taken place in the Castle Town.
Used missions intended to be replayable#
- Town Mission 2: The Training Grounds
