Double Dragon II on the Game Boy? Is this based on the version where Marian stays dead at the end or the one where she comes back to life?

It's neither - this is yet another Kunio game that was graphically modified for the western release, only this time tied to Technos' other more globally-known franchise. The US release was originally going to be from American Technos, under the name of The Renegades, with the Double-Dragon-ness applied later on.

Game Genie code 00A-92F-E66 will re-enable two unused frames for the opening sequence showing a character lying on a pool of his blood, followed by a close-up of the victim's hand near a name written in blood. This event is alluded to in the game's story but never actually shown, most likely due to Nintendo of America's content policies.
