While The King of Fighters XII had both English and Japanese language tracks, XIII is only playable in Japanese. It appears an English dub was planned for this game as well, since its game data contains an incomplete English dub in the sound\English(US) folder. Most of these voices are reused unchanged from XII, but there are English voices for Mai and Kula who are new to XIII. They can't be accessed in-game, were removed from later arcade revisions, and were never present in any of the home ports.
