In the September 1999 edition, the German game magazine GameStar released a preview video of Grand Theft Auto 2, showing a build that is markedly different from the final and demo versions found thus far.

The game shown in the video seems to be a much earlier build, with the following glaring differences:

  • The map is incomplete. The church from Downtown District doesn't exist yet (instead the player spawns on a huge block with an NPC telling you what do to), and gang districts use a generic district name (e.g. "LOONIE GANG ZONE" at 1:11).
  • The Tutorial mission is given by a character named "Johnny" (may or may not be Yakuza's Johnny Zoo). The vehicle given is a Dementia (without Loonie livery) rather than the Schmidt from the final version. Also, the mission's text is different than final game.
  • There's no head text icon.
  • The pop-up score font is different.
  • The gang respect and health meters also show faces, probably of the gang leaders and player respectively.
  • The weapon symbols differ from the final version and look more GTA1-like. Also, the weapon symbol is positioned differently in the HUD (upper-left corner instead of upper-right corner, below score/health).
  • All pedestrians use the same GTA1-style texture.
  • There are cops cut from final game which have the same behavior as the other cops, wearing yellow uniforms in the streets (an early design).
  • Claude Speed's arms are covered.
  • The player cash reward text is different.
  • The bazooka rocket animation is more GTA1-styled (at 2:11 - no smoke, just a floating rocket).
  • Escaping a cop punching you seemed to be much easier (at 2:04). Also, you would get "WASTED!" instead of "BUSTED!"
  • The "WASTED!" font is different.
  • The cars display their original car codenames (e.g. ISETTA at 0:39).

On GameStar's September 1999 preview, certain vehicles seen in traffic don't belong to the final version's Downtown District traffic.

  • Civilian Dementia (0:37) – Spawns without the Loonies livery.
  • GT-A1 (0:55) – Never seen in traffic. Part of a Residential District exclusive PC version collectable side-mission.
  • Furore GT (1:03) – Belongs to Residential District traffic.
  • Tow Truck (1:29) – Never seen in traffic. Multiplayer only.
  • Meteor (1:32) – Belongs to Residential District's SRS Scientists gang.
