While it says that it teaches you how to summon a Lil' Alexstrasza companion, it does nothing of the sort unfortunately.
This hints that a miniature version of Alexstrasza was planned, in the same vein as miniature pets of Tarecgosa or Ragnaros. It's unknown why the idea was scrapped.

This item is likely a joke intended for dataminers. It uses the same model as the Pandaren Monk pet.
The name "Crafty" is either a running joke, reference to a developer, or a reference to the (obtainable) fish Old Crafty. He apparently owns an unused fishing pole introduced in Wrath of the Lich King, Crafty's Pole.
Battle Pet Information#
This is one of the few unused companion pets that actually has Battle Pet information and abilities. The Battle Pet page lists it as a drop from Developers, and it has the description Likely to flip out and kill someone.

This cute shark pet was intended to be released in Wrath of the Lich King, but never made it to retail. Blizzard was asked in an interview once about the possibility of this pet resurfacing, to which they responded that it would be available in the future.
