The file sound/DDRHP4_SOUND.brsar, the game's main sound repository, contains the all of the announcer dialogue heard in-game. It also contains all of the announcer dialogue not heard in-game, and there is more that went completely unused than there is heard in the final. Most of what's listed here ranges from obvious placeholder lines and leftovers that the player was never going to hear anyways, to lines that mention things that might have been included but ended up scrapped.

These can be heard in Dance Dance Revolution II (or at least theoretically considering how impossibly difficult those charts are), as that game has charts with a high enough note count.

Leftover Tournament Mode Lines#
A good portion of the lines leftover from Hottest Party 3 are lines related to the Tournament Mode in that game. The reason why these specifically were carried over is a mystery, as Dance Dance Revolution (2010) not only has nothing like Tournament Mode, it completely scrapped any gameplay progression like it in favor of a points based system.
BNK_VO_TOUREXP
Some leftover dialogue from the character DJ (voiced by the announcer) teaching the player how the tournament works.

Hey! So you are going to enter the Dance Dance Revolution dance tournament. Well, I bet you'll get pretty far. Me? I'm DJ, the winner of the last tournament. I can give you a quick rundown. |
Alright. This tournament is acknowledged as the top class tournament in the world. Not everybody can simply enter. You have to qualify in the regional tournament to get your ticket to the nationals. Hey, keep your head up! I'll give you a couple pointers. |
The dance tournament is a series of dance battles between the participants. The finals will consist of a set of songs determined for you, that you would have to improvise to. Until the semi-finals, you and your rivals will both choose songs that you will dance to. So, until the tournament, you can practice the songs that you are good at, or train yourself so that you can dance whatever song that has been chosen for you. |
You're already getting pumped up, huh? I'll keep a lookout for you so that you can win. |

Hey! So you're gonna enter the DDR dance competition. Well, I bet you'll get pretty far! How about a rundown from last year's winner? That's right, this DJ! |
Alright, this competition is top-class. Not just anybody can get in. Only winners from the regionals qualify, but don't worry! I'll give you some advice. |
In dance battles, dancers pick songs until the semi-finals, and songs in the finals are picked for you. So, practice to your favorite songs, and learn how to ad-lib some moves! |
Oh yeah, I can feel the excitement building up now! I'll be rooting for you from the sidelines! |
