Need for Speed: Hot Pursuit 3 was first pitched around late 2003, during or after the release of Need for Speed: Underground. Development began around early 2004 and continued till late 2005. The original title of the game was Need for Speed: Hot Pursuit 3 (Need for Speed Hot Pursuit 3: Most Wanted may have been a subtitle). Around late 2003, the title was changed to Need for Speed: Most Wanted.

Sometime around the very beginning of development an "Alpine" district set further north, featuring snow and mountains, was planned. However, according to Habib Zargarpour, it was cut extremely early on, much to the grievance of many developers.
