Vic Tokai (Valuable Information and Communication) was the game development branch of Tokai Corporation. The company stopped working on games in the late 1990s. They are currently known as Tokai Communication, a large Japanese ISP, and in a twist of fate also currently provide Internet services to Nintendo themselves.
