Hearts of Iron IV is the fourth installment in the Hearts of Iron series of World War II grand strategy games by Paradox Interactive. Follow history or steer it into a new direction with the entire Second World War in your hands! ...or you can play the many, many fan-made mods made for the game. My Little Pony war simulator, anyone?

Base Game#

Unused Portraits#

A portrait of Norwegian politician and Nazi collaborator Vidkun Quisling. Quisling would later appear be added into the game, with multiple portraits, in the Arms Against Tyranny expansion.

A portrait of Danish minister Viktor Erik Scavenius. Like with Quisling, Scavenius would be added in Arms Against Tyranny with multiple portraits.

A portrait of White Russian émigré Viktor Baydalakov.

Unused Flags#

Several nations have flags intended for them, but go unused due to being assigned with incorrect (presumably early) country tags:

A few flags also exist for nations that are missing from the game:

Notes

PRK

North Korea lacks a dedicated tag in the final game, instead existing as the communist variant of Korea.

REB

Likely meant to be for the Rebellion feature previously featured in Hearts of Iron III. The final game instead uses either a specific country tag, or generic DXX tags for such events.

This placeholder flag is used for existing tags but is impossible to see in the actual game:

YUC, united_guiana, TTS, TOS, TIG, SPM, SPB, SPC, SID, RIG, RIF_communism, RAP, QUE, QEM, peru_bolivian_confederation, PAP, ORO, LBV, KHA, HAR, GRN, GBA, BEG, AOI, AFA

If a nation does not specify a flag for an ideology, it will instead use a "common" flag to fill in. Some of these common flags go unused, however:

Text for goal mechanics#

The goal mechanics system (which is similar to the Missions system as seen in other Paradox strategy games like Europa Universalis IV) was used in this game before the focus tree mechanics were added. The text for this former mechanic still exists in final game (in Hearts of Iron IV\localisation\english\goals_l_english_txt). The translated versions of these texts were added later. The file includes strings for goal names, descriptions, short descriptions and, in some cases, successes of goals.

Condemning action#

condemn_japan:0 "Condemn Japan"
condemn_japan_desc:0 "The Japanese war of aggression against China is an outrage against civility and liberty, as well as an endangerment to American lives, rights and economic interests in China! Japan must cease their attacks or face the repercussions."
condemn_japan_short_desc:0 "§LCondemn the Japanese war of aggression on China.§!"

A decision for condemning Japan which does not appear in the final game.

Embargo action#

embargo_japan:0 "Embargo Japan"
embargo_japan_desc:0 "Japan's attacks on China have continued despite our warning. The time has come to embargo all trade with Japan."
embargo_japan_short_desc:0 "§LEmbargo all trade with Japan in retaliation to their attacks on China.§!"

A decision for embargoing trade with Japan. Trade embargo mechanics would later be added with the By Blood Alone expansion/Avalanche patch.

Developer Comments#

# Aleksandra Kollontay has an unsed portrait
# Viktor Baydalakov has an unused portrait

Developer comments for unseen Soviet leaders in the Soviet Union's characters file (Hearts of Iron IV\common\characters\SOV.txt). This was added in the No Step Back expansion/Barbarossa patch.

Death or Dishonor Expansion Pack#

A portrait of German minister and the leader of Nazi-occupied Bohemia and Moravia Konstantin von Neurath. von Neurath would be added to the game in the ötterdämmerung expansion/Kaiser patch with a new portrait.

No Step Back Expansion Pack#

Unused Graphics#

Unused Portraits#

A portrait of Russian royal Vsevolod Ivanovich Romanov. Presumably, it was intended that Vsevolod could become the new Tsar of Russia in the Soviet Union's monarchist route. In the final game, his relative Vladimir Kirillovich leads the restored Russian Empire.

A portrait of Soviet revolutionary and diplomat Alexandra Kollontai (referred to in the files using the alternate romanization of Kollontay).

Presumably an earlier version of Kollontai's unused portrait, as evidenced by the filename "alexandra_kollontay_old".

A portrait of German politician and leader of Nazi-occupied Poland Hans Frank, linked to the unused country tag GGV (General Governorate for the Occupied Polish Region). Frank would later fully appear in the Götterdämmerung expansion/Kaiser patch with a new portrait.

Bizarrely enough, a portrait of Soviet leader Iosif (his in-game name, from his Georgian birth name) Stalin as Tsar of Russia.

Icon of Align the Zinovyevites focus#

An older version of the icon for the "Align the Zinovyevites" focus.

Current

Icon of Align the Bukharinists focus#

An unused icon for a focus that does not appear in the final game.

Unused Soviet Focus#

There are unused focuses entitled "Regional Staff" in the filename. All focuses have comments in their code, and lack names and descriptions.

Focuses related to Exiles path exist with incorrect links and coordinates. Some of the focuses add infrastructure and industrial complexes, while the others have no effects.

List of unused focuses:

  • SOV_consolidate_power
  • SOV_consolidate_the_caucasus
  • SOV_consolidate_the_west
  • SOV_consolidate_the_east

Some of these focuses have unique (but unused) icons.

Regional Differences#

Depictions of high-profile Nazi figures (including in portraits, focus icons, event pictures, etc.) are censored in the base game files, with the player instead having an option to uncensor them in the launcher. However, due to legal restrictions with depictions of Nazism in Germany, the option was not made available for players. Strangely, it was temporarily made available following the release of Götterdämmerung, before being reverted.
