This long-titled educational quiz game was available on the Japanese Sega Channel as part of an attempt to expand the service to educational titles. The ROM was found on a development disc which contained files for the American Sega Channel, presumably for testing purposes.
No relation to the KiKi KaiKai/Pocky & Rocky series, in case you were wondering.
