Concept Art#
The Neptunia Virtual Stars Deluxe Pack contains sketches of characters and enemies seen in-game.
CPUs#

- Neptune had four outfit choices: a military uniform with a cape, a cybernetic one-piece body suit with fairy wings, a high school girls uniform with military gear, and a cyber killer sweater with stockings.
- Noire wore a window-less version of her main outfit, along with a really long cap that would be equipped with her design. Her other designs include a medieval, militaristic dress with an old-fashioned gun, and a cat-eared, idol costume with a D-pad attached to the left side of her head, similar to Nepgear.
- Blanc originally wore a casual white shirt with shorts, alongside goggles, wrist bands, and a beanie being equipped to her attire. Her choice pistol was a water gun.
- Vert (pictured bottom-left) originally wore a skirt, had longer back gloves, her hair bow appeared to be green, her cleavage wasn’t covered, the bow in the back of her torso was longer, she had a duel belt, and her boots were black with white accents and reached up to her thighs. Her second design (pictured right) was a more covered version of her final outfit.
V-Idols#

Generally speaking, all of the early concept illustrations were designed by a different, currently unnamed artist, while the final game would have them, as well as the CPUs and miscellaneous characters, designed by Katsuyuki Hirano.
- Me and You: Their sleeves were longer (Me’s in particular was more loose), they wore the same outfits (a blazer dress with a belt attached to the waist), their insignias were smaller while the string attached to them were longer, Me’s hair string was more expressive (as evident by the first two emotion sketches depicting it as shocked as Me, and as a heart when Me is in love), You’s hair is loose, and the frills on their left legs were supposed to be attached to their skin instead of stockings.
- Vice and Licht: Both girls were more detailed and had longer frills, shorter chest windows, and visible hip chains; Vice had puffier pigtails and thinner sidelocks, a monocle chain in her chest, and lacked her right-sided cross ribbon. Licht had medium-length hair, two thinner sidelocks, and lacked her star-shaped hair ornament.
- Mauli and Kili: Neither girl had an associated element on their right sleeve, and their sleeves were attached directly to their outfits. Mauli had a bow, making her ponytail more visible when facing front, her bangs were longer and shaped like an arch, she was more curvier, her buttons had hearts, and the insignia on her sweater was smaller. Kili’s bow was more droopier, her hair string was lower, and the top of her shoes had designs shaped like teardrops.
