The June 16, 1989 issue of Family Computer Magazine features a screenshot of the start screen for Mission 2 with an English script that differs from the finalized English localization. This article was published roughly six months ahead of the game's December 23 release in Japan, which implies that the English version was being developed first or in tandem with the Japanese version.
The Japanese promotional brochure features a cropped version of this screenshot along with the start screen of Mission 3. While the latter's text also differs from the final English version, it's hard to make out the full text due to the way it's cropped.

The Japanese brochure also features a screenshot of Marian from the opening sequence, where the colors of her skirt and tank top are swapped around. Next to her is a shot of Billy yelling in rage from the opening sequence of the English version, which is not in the Japanese version, further suggesting that the English version was being developed in tandem or ahead.
